Area highway plan may require more tolls

They aren't calling it "Phase 2" any more, but the plan probably isn't changing much. The only good thing since the plan was conceived in 2004 is that HW71/I-35 and 183/I-35 will likely not turn into toll roads. They were already under construction in 2004 when CAMPO designed the plan.
